1890s Fishing Rod Accessory, English, bamboo with brass fittings: 41½”L.

I am not sure of what this is. The threaded butt cap unscrews to reveal interior open storage, for what, a tippet? That’s my guess. And the opposite end has a brass fitting for, what, attaching the first of forward rod sections?
